The Philadelphia Water Department is proposing to increase rates for customers in 2024. The charge would cover the costs of expanding the Tiered Assistance Program, which helps customers who need assistance paying their bills. The typical non-TAP residential bill would rise $4.43 a month, or close to 6%. The typical bill for a customer receiving the senior citizen discount would rise by $2.21, or close to 5%.

The Rate Board is holding a second public hearing on Monday, May 13 on Zoom. Anyone wanting to testify is encouraged to email WaterRateBoard@phila.gov by May 8. You will have to identify the hearing and state your name and call-in phone number. Members of the public can also submit written comments by emailing WaterRateBoard@phila.gov.

This meeting involves a Public Input Hearing, which will be followed immediately by a Technical Hearing, if needed.

Philadelphia Water, Sewer & Storm Water Rate Board

In November 2012, Philadelphia voted to amend the Home Rule Charter to allow City Council to establish an independent body: Philadelphia Water, Sewer and Storm Water Rate Board.

The Board was formed to replace the Water Department as the entity responsible for setting water, wastewater, and storm water rates. This Rate Ordinance became effective January 20, 2014.
